It's a mill stone, and a very very fancy one at that, Native American.

Edit, can you give us something for scale, as it may not be a mill stone depending on the size. Still could be a smaller mortar of some sort though. Even could be an ear gorget depending on the size.

Edit: Whatever it is it's very beautiful, nice find.

I agree, it appears to be Native American. What it is exactly, I cant say. But a grind stone (pestle) or even a weight of some sort with those grooves like that, would be my guess.
