It may be. But if it is it's being shown upside down. The slots would be in the top.

But incense burner doesn't feel quite right.

i think it is the part from a hanging lamp from the 60's it had a retractable cord inside it so you can raise or lower it.
i recently threw one away. nevermind what i think.. as i think i am wrong after further research.oops.

Is it one of those things the Priest uses in the Catholic mass ?? Is the body painted or corroded brass ?

I would think there would be a perch if it was a bird house. Maybe a bug trap?

Since it has a spout, a bottom hole, a finial or hanger, and a way to open the pot, I think it is part of a garden water fountain. The grate on the inside could hold the pump or at least a filter. Using brass as the connecting features also indicated it could be used around 'water.'

Just tidying up some blasts from the past (including some very ancient ones), largely for the benefit of anyone searching the site for information.

It is a birdhouse, as a couple of responders suggested. In fact it’s a modern ‘Acorn’ birdhouse from the Northwest artisan Tom Torrens and sold by Costco.
