First thought that it was a fence topper, its not.

Looks like it may contain some semi biodegradable substance that has nearly petrified.
Was found near a religious institution, so may have a church connection or not.

Was obviously meant to be screwed to a wall, what its purpose is I have no idea.

I think my mental block came from finding it by a church, I thought hmmm, must be an old school incense burner or something.
