Wow that is really cool I've never seen anything like it you should post that in north American artifacts they would deffinantly be able to help you there.

Do you have any pics with it side by side of something else for size comparison? It looks as if it was made to snag something, so that it could not get away! in any case, it would put a hurtin' on anything that was struck by it.

It called an eccentric. Possibably used by a novice flint knapper to practise making notches.
