Just got the book out & I think your right that its probably a knee buckle (18th century). Not too small for a shoe buckle as they go down to 25mm x 22mm & some knee buckles are as big as 39mm x36mm.

There are some similar shoe buckles but they tend not to have the 3 prongs that the above has. Also some similar hat buckles to the above.
