It doesn't have any writing on the back from what I can tell ....

That is a civil war era navy button. In 1941 the changed the eagles head to face it's right side.

union navy brass belt buckle: eagle clutching anchor, 3 canon balls below anchor all inside a ring of 13 stars and ropy circle with laurel leaves around entire buckle. No marks at all on reverse.
