I'm not 100% certain, but I think it may be an 1816 conversion of an 1812 Harpers Ferry flint lock to percussion....

Let the lock plate soak in apple cider vinegar a while.... the rust doesn't look to have pitted the metal too badly and there's a chance you may be able to make out some markings on it
