Jeff, you're right, I didn't even look close enough to see the bar on the back. It may still be a fob, but one that had a ribbon on it. After seeing the back closer I am not sure now.

I would agree, it is part of a buckle I have found quite a few of them, all different types and sizes, all have the same hook and strip on back as well
