Whats everyone think? I am guessing bale seal.

I have been finding these at an old narrow gauge railroad depot site. They are made of lead and iron and the size of a cent. some have numbers on them.

They look like bale seals... but not sure if they are actually a "bale" seal...

They look like a seal of some sorts... not sure on these.
