just a guess,it might be an old type of hand warmer,heat the metal part and then place it in the
insulated side and close the ends ??? neat lookin' any way.

Interesting item.. Like Mark said could be some type of hand warmer.. although I have never seen a solid fuel handwarmer like that... Neat!!

It looks like a peice of test equipment to me. It appears to have a bimetalic strip which when heated contracts or expands at a different rates producing a desired result. The asbestos type material is for storage while it cools or is being used and the small side is normal storage.

The element side could come into contact with an open flame and the coiled side could be connected to a thermomether or temp sensing device or a pressure sensor which changes converts tension to temp.

the truth is, I still don't have a clue what it is for.

I have seen these things before at rummage sales and antique shopes.....normally they are called cigarette lighters. I personally have a small one. You might do a google search or check out ebay for cigarette lighters. I think it will show up there.
Not positive that is what it actually is, but think so.
