Whatsit?Need I.D. Help

Hi all,
Found this item at a fairgrounds area nearby and have no idea what it is.It is the size of a ring but not one.The jewel looks like a diamond but probably a cz.Design is only on one area of the item.Any help would be appreciated.

It's a scarf slide, a scarfs' ends are stuck through the hole and it slides up and holds the scarf. here are some examples:
