Looks to me, Mexico mint. I can faintly see some indications of the Globe ends on the cross bars. My guess Philip V also.
A recent beach find? Some beaches around here have been looking interesting to hunt recently.

Don't let anyone tell you "forget the cross side in this case", there is plenty of that cross left to make a ID. That's the first (repeat first) and easiest way to begin to ID a cob when your beginning like yourself...if and when you decide to learn more then flip it over and begin looking at the shield elements.
A great reference and must have book is The Practical Book of Cobs by Daniel Sedwick that will help you get better knowledge of this coinage, from beginner to advanced.
