Wheres this from?

I recently acquired some of my grandfathers collections. One of the more interesting finds is a silver serving dish with a USN 1365 stamp on the bottom. I assumed this meant US Navy, googled the id, and came up with a ship built in the 1800's that was later sold to Russia. I am attaching some pics but any help identifying this would be appreciated!
