Who made this 1930 toy

OK all, haven't posted in a while as responsibilities have had me busy so today I thought I would ask for some assistance. I recently found this 1930 M10000 Union Pacific streamline toy in my dads collection after he passed HOWEVER I cannot find the manufacture. I know Marx and a Japanese company made something very similar but there are things on this tin toy that do not match there styles. Does anyone have any idea who may have made this tin toy ?

I did see this DC, I think it COULD be the same manufacture as this had wooden wheels and I am reading this was most likely a pull toy. I BELIEVE it would make this a Marx toy..HOWEVER the light and wheel placement are different. Maybe just means same company but different build edition perhaps. I did visit the Marx museum one time and noticed variations of there toys... perhaps ?
