Nothing wrong, there. It just looks like some recovered cents exposed to the elements. Heck, I've turned in much worse with cents I get off the beach. Many of times, the concretion remains on the cents I turn in.

Oh, I thought they were covered soap, and someone tried to clean them. -_-
