I would say you are pretty close on the date.. These are called war toys I think.. Being as they were really popular around WWll.. Regardless it is in really nice shape.. That's a nice piece to have in my opinion..

I was able to see where it said "Made In Occupied Japan."

Yep, that looks like it! Although mine does not include "occupied"
 

You are right on with the date. As the U.S. mandated that the, made in be on each item imported in the early 1940.
