I don't have any idea unless it's a part the shutter hinge pivoted on. It may have nothing to do with a window though.

I believe that is correct. Not necessarily a shutter but a window screen. I have seen something similarly posted earlier this year. I had posted my reply that was informative as to the use of removeable window screens from years gone by. I just don't have the computer skills to find that post. Someone else may be able to find it.
