Any idea what this is from? (I presume it's fairly modern.) I found it behind our town hall, which was built around the turn of the century but it's been radically landscaped since.

it is defiantly a devise to secure an overhead wire to an insulator I use them at work

it looked like a heating element at first, where you would put the loop end into some water to heat it up..
