If its about 17-18mm in diameter, its probably:

AE3
Valentinian I
AD364-375

Rev:SECVRITAS REIPVBLICAE (Victory)
Victory advancing left
Might be SIS in exergue - SISAK Mint

Nice attribution dugupfinds . I believe that is indeed Valentinian I. Looks like it was struck in Siscia (Gamma Officina).
