It was "aimed" at the French, Spanish... ANYONE who tried to "take over America"; MORE than just Florida (already "Spanish")... New Orleans, La. was "going French". MD stoped that "non-sense" on Dec. 2, 1823 or so... "google" The Avalon Projest - Monroe Doctrine; Dec. 2, 1823. HA!
Well.........in 1823 Florida wasn't a Spanish territory. It officially passed into our hands with the ratification of the Adams Onis Treaty in 1821. You should read the entire treaty, pretty interesting. But it's all the correspondences before and after that really bring the intentions of MD to light. Incidentally, Monroe didn't write it, Adam's did.
