It is hard to get rolls of half dollars in Connecticut from the banks.

Looks like a Lamination error. Yes, there is a premium for them depending on one or more conditions; one being the degree to which the fragmented flaw covers the coin. Several have sold recently on Ebay for between $1 and $6. lamination error Kennedy | eBay
