Apparently, once I file a complaint under the eBay seller protection (which I need to do in order to recover my seller fees) I can no longer leave feedback, so it is possible that this person has done this before and yet maintains a 100% rating. ???

If you look at his past purchases on his feedback it's usually pretty easy to see if it was a serious bid. People who buy $3,500 coins don't tend to have a feedback of all $5 items. If he's a serious coin buyer and has other hundred, or thousand dollar coins, you're probably jumping the gun. Ebay has WAY less non paying bidders these days and I'm not sure exactly why, but is the case.

You have a long time left to file to get your fees back so there's no risk in losing.

High feedback? Ebay business or just a few sales? Is it coins he sells? You never know for sure, but again it's usually pretty easy to judge whether someone has and is willing to throw a few grand on a coin.

You can file to receive his information and get his phone number. I'm not sure how to do it, but can be done.

Neil: I would hang in there. I have recently sold several records on ebay and I have had at least 2 buyers who I was sure were not going to pay, no communication, etc. Turns out, sometimes people bid on stuff and then go on vacation or go out of town and say "Ill pay/worry about ebay when I get home". Sure enough, they eventually paid and went through with the transaction and even left positive feedback.

In UK ebay, you can't start the non-payment process until after 7 days, thought it would be the same State side.
Also as IP & others say, he may still pay, but I always start the process after 7 days as that is plenty of time (after reminders) unless I agree otherwise. The process, doesn't stop them paying, so nothing lost, except time.

This is going to be the last post here, as today this chapter in my life if finally closed.

Just to bring everyone up to speed, after 4 days I finally heard back from the buyer who replied back to my second invoice saying he intended to pay for the coin on the following Saturday, which was OK with me. He then started asking if he could get a refund if he was not satisfied with the coin, when it clearly stated in the description that there were no refunds. He also said he thought it was too much money and did not think it was worth his buying price!!! (I think I was too quick to accept his first offer and he thought he may have been able to get it cheaper if he made a lower offer.)

Against my better judgement I refunded him $250 once he paid for the coin, just to speed up the process because I had committed the money to a 25th anniversary gift for my wife. (not a bad trade off...1.3 grams of silver for platinum and ice!).

I sent the coin out and a few days later he sent me an email stating how unhappy he was with the condition of the coin and the holder from NGC was only marked "Damaged" and did not mention porosity, and he asked me to refund his money. He said if I did not, he would file a claim under the eBay buyer protection plan. I told him under no circumstances would he be issued a refund as the description stated that I had high res photos available upon request. I also made it clear that I can not control what third party grading services put on their holders. I told him he would be wasting both of our time filing a claim and if he does not like the coin he should find a buyer for it, as I did.

As expected he disputed a claim and put a hold on my Paypal account. I sent all the facts and correspondence to eBay last week, and finally today they closed the claim in my favor.

A little advice: Make sure you only correspond with eBay sellers and buyers in eBay messages. That way they have a copy of all messages on their server! It came in handy and sped things up!
