It looks more like the copper in the penny is sweating out.
Or whatever the professional term may be.
Get them out here a lot in Denver, I've been lucky to have managed to dig some key date Wheaties that are probably worth squat,
due to this problem.

Picked one up myself today...lol. Its worth 0.15-0.50¢ unless its the D with a double die error on the date.
