may not always be a good idea if the tags old. could upset someone thinking you dug up old spot.

I never called one. I did have one returned.
About 5 years ago, one of my shelties climbed the fence of her kennel, while we were at work. when we came home, she was gone. this happened in Nov. in March her tags and collar showed up on my backstep.
It didn't make me feel any better, but at least I knew what happened to her

If you turn them in and tell the location you found them, and the dog or cat was lost just days or weeks before, it's a good chance its still alive, and they can check the location and maybe find the animal.
