I'm just playing devil's advocate here, but could that be a foldover metal error instead of a cud?

That's called a "retained" cud. Part of the die is in the process of breaking off, but it held in place long enough to strike the design, instead of the normal blob of metal we see after it breaks off. The piece probably broke off soon after this coin was struck. Nice find!
