Actually delayed impact fuse, Airburst shells of that era are typically base fused as I remember, but this one has the percussion cap which makes it impact fired

It is a timed burst fuse for a aerial burst. Timed burst was used before they invented the proximity fuse in WW2.

By shape of the fuze i date it WWI. Looks like the shell had thin wall thickness so most likely shrapnel.
