CTO 10K Wings and Horse Pin

Hi everyone,

My grandmother passed away last week and as I was going through her jewelry, I found this pin. I think the cTo on the back means O.C Tanner but I could be wrong. Where is this pin from and what does it mean?

I'm able to enlarge the photos fine, and agree with the O.C.Tanner mark, as they made a lot of wings for both military and civilian (airline) use. I can't match it up to any particular airline, but suspect that that's what they are from. They may have been a stewardess pin or similar application. Did either of you grandparents ever work for an airline? It would also be helpful to know the size.
