Very pretty. Can’t help on the value, but this is ‘Kutani-ware’ from Japan. The mark is this way up, with the columns reading from right to left:
The first column says 九谷 (Kutani, meaning ‘Nine Valleys’) which is both the name of a village and a large surrounding area renowned for porcelain production. The second column will likely tell us more, but I’m not familiar with those characters. If our esteemed member Yang Hao is on-line I expect he can provide a translation which might lead to a more specific maker.
The style of the mark looks to be relatively modern, so I would think it’s no older than vintage and perhaps quite recent. The extensive use of gold decoration around the cranes would suggest that too,
