The answer is..... WHEREVER PEOPLE GATHER! How's THAT for saying it all without saying a thing? Sorry, I couldn't refuse. Many, many books have been written to tell you where to hunt. Here are only a very small sample.... permanent park benches, especially on a bluff, overlooking water. If they are close to large businesses, better. Small hillsides having a gentle slope, facing a southerly direction. If they are close to a large business, better. Sledding hills. In the ditches around LARGE mall parking lots that are in SNOWCOUNTRY. You will also "eyeball" paper money that got away from shoppers during very cold, windy weather. TTC

If you are ready to SHOUT that he was asking about Arizona, simply insert "around Prescott or Flagstaff in the wintertime". TTC
