Found This Medal

I found this medal while hunting in NY this past weekend. Anyone know what it is or how old it is?

On the one side it says marksman badge around the outer edge and a keystone design (PA state seal?). It's is also very thick for a coin or metal. Looks like the hole was added or enlarged.
