I found a coin recently like this in a bank roll.
The letters on the coin are impressed into the coin. But they are backwards. Just as you see on this coin. Instead of sticking outward like a normal strike.
Is there such a thing as a reverse strike? Where the coin is struck by the pressing plate and the lettering comes out in reverse and the lettering is pushed into the coin?

Or is it PMD and this guy has no idea?

What you have is referred to as a "vise job". Another coin was pressed into it after it left the mint.

Enamel7 is correct. I found one at the bank and it had me going for awhile. No extra value to it.
