WITHOUT ALLOY ?

If it is, It Is pure Gold stamped possibly by the Finder.

And would be VERY rare.

It could also be an attempt by someonne to Sell Souvenir California
Gold. (But Who & When ?)

The ONLY way to be sure, would be to have it assayed
by a Reputable Person.

If its a real fractional gold coin it could be worth big bucks. Can you get a pic of the obverse and maybe a size comparison. Judging by the pic it looks to be high gold content.

Checked the ref. book for Calf. fractional coins. It appears from the photo that it may be a prioid 1 1849 half eagle. As appears on page 23 of California Pioneer Fractional Gold by Walter Breen and Ronald J. Gillio second addition

Struck in BENICA CITY Tho with the imprint

SAN FRANSISCO It Mentiond the Private Stamp of NORRIS, GREGG & NORRIS, the initials N.G.&N were not Identified till 1902

When the coins of AUGUSTIS HUMBERT WERE sold.

It does not say "copy" or "C" anywhere that I can see either. I think you have something good there.

Where did you get it? Find it or did you buy it? if you bought it how much was it? If it was cheap sometimes its too good to be true
