Help on ID of an old chinese anchor

It has come to my attention that an old chinese anchor made of concrete was found by some divers not far
from where i found my chinese cash coin shown in the photo,
does anyone know anything about chinese anchors
this one is made of concrete we are affraid to go pull it up due to local laws
but they are going to copy the chinese writing on it and attempt to photo it
the anchor was found in the pacific ocean around Depoe Bay oregon
any info would help,
