I'm Guessing maybe Newly Homeless ? and Couldn't Part with any of their things or Chased By the Police & Wrapped everything in their Tent

I was driving on the trail in Orlando years ago. 2 guys had a small red couch piled high with tv's, microwave, toaster & clothes. They would pick it up, walk 15-20 steps and put it down. I don't know where they were heading but it was a slow go.
