ID request - military relic or junk?

I would have normally chucked this in the junk bucket but am hesitant until getting an ID. It was a deep target in the very same location where I previously found multiple civil war bullets. The hole through the center in not threaded. Any ideas? Thanks

It kinda looks like a clay indian rattle
