Idaho Dredging

Hi all! Been lurking for awhile and have enjoyed the discussion. I am looking at getting into dredging in Idaho but have a few questions about permits and regulations. Hopefully someone here has gone through the permit process and can help me out.

I understand that there is a recreational dredging permit that allows you to dredge in waterways that are deemed "open." But what about rivers that are "closed?" Is there another permit that can give you access to those waterways?
