yes it is... what i meant was... "hand held" as opposed to a mounted version.
Dozer Dan posted a picture of the handheld version.
Yours is a mounted version.
Both versions are "wound" by hand.
The version that Dozer Dan posted isn't a "handheld held version"
It's an in line suspended-meaning it's secured by a cable/wire on the backside and the fence wire is on the spool side.
(Just to clarify what the function actually is)

Ok, here’s one last thought… it was found in a cemetery dump which planted the idea that possibly it came off of a casket lowering device (yes that’s what they’re called). They were cranked spools with a strap back in the day before someone got the idea to automate them with gears to keep them at a steady pace. I tried finding parts to get a picture but all I came up with was the crank handle.
