Is this considered a mint error?

I found this 1916 Mercury dime the other day and noticed it has a split rim. You can see it at 4:00 on the obverse. Is this considered an error and if so, how does that affect the value of the coin? It looks like it would grade pretty high for a dug coin.

In my experiences split rims don't affect the value. They happen quite often, but it's silver and a nice dug coin. Congrats ;D
