Medieval seal matrix

This is a first for me on a permission this morning ive done to death but that keeps on producing.
In an area ive previously found other medieval items, buckles, buttons, pot legs, spindle whorls a Henry III Penny and two Edward I's . I'm guessing this matrix is contempory (13th century).
No idea what the legend says looks gibberish but then again it is wrote backwards.
