Rust is not something that just appears on the surface of iron. It is the surface of the iron changing from iron to iron oxide. If your object is mostly rust and you remove the rust you end up with a pile of sediment and some of the object left.

Oxalic acid is the one you want for a rust removal soak. (Outdoors - the fumes are nasty). But try white vinegar first (much milder).
