Penny Button ?

Why would they do this, A 1909 penny in a bezel the back is missing the shank it also appears to have had a plastic cover also.

That penny/button is cool. Native Americans around the southwest used to turn money into buttons. I have seen a barber dime turned into a button by the Navajo. I dont know if its related but a super cool find.
