Strange circle piece--literally no idea what it is.

Hey folks, I found this a long while back and it was in pretty toasty shape.. Using a toothpick made it fall apart because it was so brittle. Haven't touched it since until now and it's driving me crazy.

As I looked at it, the two things I can see is a person on the left and there's a dotted circle around the entire thing. I tried my best to photograph it.

Also, made of copper I'm pretty sure.

Nickel is for size reference.

Any help would be appreciated. I really want to know what this is.

EDIT: after further inspection, I think I can see a flag on the right side.

I'm with Tony, maybe a lid for snuff, condom, or ladies make-up container. A picture of the other side might help.
