Upstate NY'ers, need some help

I found this today, not in NY but nearby. It looks exactly like a rifle casing (including primer on the base) but has a badge shaped silver emblem on it. Wording says "Whiteface Mt. Memorial Highway". It had inside of it a small golf type pencil. I can't make out much of the picture on it because its very dirty and I'm unsure how to clean it properly.

It's 1.5"long.

Searching for it gets me nothing.

Eye liner pencil?

I found something very similar had a mount vernon badge on it. I believe to be some gift shop item! Just a guess but mine looks very similar to that but no pencil.

It's a souvenir pencil case. Popular in the 50's thru 70's. Had several from auction lots. Happy Hunting!
