How about a RC Blimp ? They come in All sizes & prices.They'll stay up 4 ever .Put your cam. on it & tether to the ground.Maybe a couple servos for pan/tilt on the cam. & done
all I know is that they look like fun
trouble is, with most post 1970 tech I am too dumb

My only concern is how a blimp would fare in a constant coastal breeze, but a tether of fishing line should do the trick.
I have the DJI Phantom 3 standard and it's a great starter drone. It's easy to fly with GPS control that helps maintain altitude and stability in the wind. If you let go of the controller it will stay in one spot until you move it. It also has some great safety features that will alert you when the battery is low and it will automatically return to the site it left from and land at the push of a button or if it looses contact with the controller. It also takes great video with a very stable camera. You use a smart phone or tablet to see real time video of your flight, and it also displays flight info. This drone will fly for 15 or 20 minutes depending on how you are flying. Go on YouTube and you'll see some great drones.

I would like some sort of real time screen, but an inexpensive or maybe even a cheap one so i dont have to worry too much about the inevitable crashing, landing irretrievably in a tree, or the numerous unidentifiable problems that are bound to occur with anything electronic.
Also, i do not and will not ever use a "smart phone". There is nothing worse imo than a machine that thinks it knows what it is doing, especially one that broadcasts recordings of what it sees with a camera.
So I guess what I am asking is for information on on a crappy drone with a crappy camera. I really don't need high resolution, long flight time, low charge time, or long receiver range. I am looking for the Bic disposable cigarette lighter of of the drone scene I guess.
if your not willing to spend more money for a better drone that takes quality video, you're not going to be happy with an 85 dollar toy, even though you say you don't need the range, video quality ect. you wont get anything worthwhile out of a quad that will soon become a paperweight the moment it gets away from you and splashes down in the sea.
