Hard to say exactly but it's glass, for one.

The smaller beads are plain frosted or camphor lampwork beads, e.g., :

The larger beads are also lampwork beads from what I can tell. There are so many different styles that look similar to that bullseye pattern but perhaps it is a sort of non-phenomenal example of Venetian millefiori?

To be fair/play devil's advocate, here is an example of a completely different type of bead that also uses similar bullseye designs, kiffa beads:

Definitely not kiffa beads but just showing you that the styling is not unique to venetian beads although extremely common to them.

Judging by your photos, you find looks to be circa 1930's glass bead necklace with a barrel clasp. It's possible they could be Czech beads.
