what do you generally say to a homeowner? Or to someone that is developing property, etc.

Politely introduce yourself.

Explain what you would like to do - metal detecting.

Describe what you will be doing - digging small holes.

Describe the condition you will leave their property - plugs replaced.

Offer to show them items that you find. (Notice I said "show", not "give".)

Thank them regardless whether you receive permission or not.
