I don't see it that way myself. Who do you think should own a piece of history like that? The guy who found it will get the value of the find, so, he's not screwed. The museum gets the find, so, everyone gets to see it. Sounds like a win-win to me.

Wales is under English law, finder will be paid after they determine the value of the Treasure and find the museum(s) interested in purchasing it.

In United Kingdom to not declare and report found treasure is a crime.
