Yes it is according to my daughter. She found one on a dig in Portugal and when I showed her your picture she knew right away what you have. From google-

The reason I stated it being a slug is from the markings on the side looks like a slug.
Repurposed slug into a whorl or a fishing weight :dontknow:

I think it's going to be hard to say one way or the other.
