🔎 UNIDENTIFIED 1800' Cellar Hole Relic Find - What Is It ???

I hunted a 1800's cellar hole in the woods last week and this was my only find.
I've been unable to ID this relic using Google and Google Images.

Made of Bronze - heavily encrusted when dug - cleaned with Electrolysis and Andre Pencils.
Letter's W.E.F. or E.W.F. - large # 7 and $1000 also has a chain eyelet on the top like a Pendant would have.
No markings of any kind on the backside.

A cool but strange find - any ideas on what it is ?

Interesting find. The style of the letters and castings remind me of a 1890-1920 chauffeurs license or potential insurance piece. Good luck with the ID.
