OK, so I messaged Oddcoins (Neil) about the dog tag and this was his reply:

WOW ~ that 1869 Savannah dog tag is a great find! . . . . . I have the newest edition of Dr. William Bones' book US DOG LICENSE TAGS. In there it has that 1869 is the oldest reported dog tag from Savannah GA.

I will forward your inames to Dr. Bone because he likes to document ALL known pre-1900 dog tags. Looks like the serial number on your piece is 409 . . .so you know there was 408 tags issued before this one . . . .but how many were issued after yours?!

Considering that newspaper article from 1873, a dollar seems pricy for back then.

using an inflation calculator on the internet, 1 dollar in 1873 was the same as $19.79 today. Looking at another site that showed average wages around that time, laborer jobs of various types paid in the $5 to $8 per week range. So, it would seem that owning a dog would have been a luxury if you were expected to give a day or two of pay just for an annual tax
